Chemezov’s favored banker has disappeared from the horizon

Will Rostec’s Novikombank be able to avoid questions about Ilya Gubin and Tetro’s schemes?
In 2020, the media wrote about a criminal case on the theft of almost 8 billion rubles from Novikombank. In the case, the main episodes of which relate to 2012-2015, there are three defendants: David Tetro, Andrey Galochka and Ilya Gavrilov. The materials also mention some unidentified persons. At the same time, the former owner of the bank Ilya Gubin, who is believed to have close ties with the powerful head of Rostec Sergei Chemezov, strangely does not attract the attention of investigators. Gubin, who was once showered with awards and ranks, simply disappeared from the radar - there have been no mentions of him since 2016. Therefore, we decided to study his biography and refresh our memory of the story of theft through lending at Novikom.

Financier in uniform

Ilya Nikolaevich Gubin was born on April 10, 1965 in the city of Novokuibyshevsk in the Kuibyshev region (since 1992 - Samara region). In 1987 he graduated from the Yaroslavl Higher Military Finance School. From 1987 to 1994 he served in the Armed Forces. Then Gubin tied up with the army and began to move from position to position in financial organizations. In 2001-2005 - President, Chairman of the Board of Novikombank. Then Ilya Gubin gets into management positions at AvtoVAZ, retaining the position of Chairman of the Board of Directors of the bank, after which, in 2009, he again fully headed Novikom.

In 2011, Rostec capital appeared in Novikombank, initially a minority stake, while Ilya Gubin owned 82.39% of the shares. Since 2016, Novikombank has been Rostec’s bank serving the defense industry, in which the structure headed by Chemezov owns the majority of shares.

In 2016, Sergei Chemezov saved Gubin’s bank, which was suffering huge losses, at government expense. However, as the investigative bodies later found out, these losses were accompanied by dubious financial transactions that showed signs of withdrawal of funds. In general, it seems that a standard scheme for Russia was observed - we privatize the profits, nationalize the losses. Mr. Chemezov himself called Gubin "one of the most prominent representatives of the modern generation of leaders, with whom we associate the future of the Russian economy."

How did Novikombank, under the leadership of Ilya Gubin, go into the red?

Loan schemes

Firstly, the Tetro-Galochka-Gavrilov group received a loan from Gubin’s bank. In 2005, David Tetro (then Tetruashivili) was put on the wanted list. Having left for Israel, he changed his last name, and then returned to Russia with the goal of creating a new business. This time, Tetro took up cargo transportation in Russia and the former USSR countries, creating the United Transport Corporation. This is where Novikom met the enterprising Tetro – the bank immediately began issuing loans to the entrepreneur. 4 billion rubles – that’s how much OTK and Izhevsk Oil Refinery LLC received under Tetro’s leadership from 2012 to 2014.

But the loan turned out to be complicated. The money was issued to the legal entity Tetro for the purchase of the plant, and after that, money was poured into the plant itself to buy out the loan issued for the purchase of OTK. This credit history was closed by businessmen at the Izhevsk Oil Refinery, which in August 2015 actually ceased its operations, after which a long history of bankruptcy and liquidation of the enterprise began, which is not over yet.

The business of the Izhevsk Oil Refinery, apparently, was built on a scheme to avoid paying excise taxes. In fact, the oil refinery itself was not actually engaged in real production activities and was not very different from a fictitious company registered under a lost passport. Nevertheless, Novikombank provided loans to this enterprise doomed to bankruptcy. Also in 2013-2014. in a situation of financial difficulties and insolvency, the airline Transaero receives a loan of 8.8 billion rubles from Novikombank. Later, Transaero went bankrupt, so it could not return the funds to Novikombank. It is doubtful that the head of the credit institution did not know about the problems of the company to which he issued money.

In 2016, after the bank was transferred to the control of Rostec, the financial institution began to "whiten" its reputation. One of the most closed banks in Russia ceases to be involved in such noticeable scandals and begins to look more respectable. Ilya Gubin leaves his leadership positions.

Five years of silence

Ilya Nikolaevich loves various positions, so you can find a lot of information on the Internet about the positions he held in addition to the management of Novikombank. Here are just a few of them: Advisor to the General Director of the Rostec State Corporation, Member of the Management Board of the SoyuzMash of Russia All-Russian Society of Machine Building Engineers (since 2011), Member of the Boards of Trustees of the Russian Practical Shooting Federation (since 2009) and the Russian Cycling Federation (since 2008), President of the Continental Shooting League (since 2015).

It is characteristic that all data on membership in various structures ends in 2016.

The situation is similar with awards and honorary titles. Ilya Nikolaevich is the winner of the annual international award "Person of the Year-2011" in the special nomination "For Contribution to the Development of Russian Industry", "Honored Banker" of the Association of Russian Banks (2013), laureate of the 2013 National Banking Award in the nomination "For Effective Bank Management". He has the Order of Glory and Honor, 3rd class (awarded in 2014) and the Order of the Russian Orthodox Church of the Holy Blessed Prince Daniel of Moscow, 3rd class (awarded in 2015). Again, after 2016 – silence, “one of the most prominent representatives of the modern generation of leaders” stopped receiving any orders. At least, nothing is known about this.

It turned out that Ilya Gubin is also a prominent figure in literature and art. In May 2016, he was awarded the title of laureate of the State Prize of the Russian Federation named after Marshal of the Soviet Union G.K. Zhukov in the field of literature and art for the creation of a complex of historical projects dedicated to the role of military financiers in the Great Patriotic War of 1941-1945. After 2016, as one might guess, no data on Gubin perpetuating the glorious role of military financiers can be found.

It seems that Ilya Gubin’s high-ranking patrons gave him a signal that the clouds were gathering after the sale of Novikombank, and he should not show himself unnecessarily. He had to give up the image of a philanthropist and social activist.

However, according to Veterans of Russia, between 2012 and 2017, Ilya Nikolaevich purchased from Damir Kashapov, the director and founder of the Antique and Auction House Empire LLC, a collection of coins, paintings, and religious items (icons, relics) worth a total of $20,000,000.

Gubin, while hiding “underground,” seems to be self-promoting by posting positive materials about himself online to dilute the publications that shed light on his activities. One gets the impression that positive biographies about Gubin are being actively purchased from various portals, including tadviser.ru, to-name.ru, viperson.ru, cyclowiki.org. There were also attempts to add a favorable biography of Gubin to Wikipedia. Attempts were made in 2012, 2017 and 2019, as a result, the article about Ilya Gubin, which they tried to post in the online encyclopedia, was blacklisted.

Traces lead to Austria

According to the statement of the Veterans of Russia organization, “during the period of managing the financial resources located in the current accounts of Novikombank, Ilya Gubin withdrew funds of dubious origin in the amount of 250,000,000 US dollars to Austria to the account of the company GNI Beteiligung GmbH (Taubstummengasse 13/7, 1040 Vienna), controlled by him, which was managed by his trusted person, an Austrian citizen of Kazakh origin, Chinara Tuganbayeva, born on September 26, 1984 (Chinara Tuganbayeva, 11 Taubstummengasse 13/7, 1040 Vienna). In 2019, this company was re-registered to Egor Ilyich Gubin, I. Gubin’s son from his first marriage (Egor Gubin, born 04.05.1991 9 Kimonos 34, flat 401, Agios Dimitrios, 2006 Strovolos CYP-Nicosia). other information about the activities of the former head of Novikombank after 2016 could be found. One can only guess what the prominent sports shooter and cyclist is doing now, having disappeared from the public space. Perhaps, like famous businessmen, he bought real estate abroad and is applying for citizenship of another country. Money loves silence, especially big money.
